Traditionally, filing documents has been a laborious and time-consuming task, often overwhelming people such as policy officers and leaving them overwhelmed by paperwork. That’s precisely what the German Foreign Office, in collaboration with our partner Omdena, did to boost productivity. They transformed the arduous task of reviewing political documents into a streamlined process accessible at the touch of a button.

In recent collaboration with the German Federal Foreign Office’s Data Innovation Lab (DIL) served to solve this fundamental problem. Their foundational project is not just a win for diplomacy; it is an example of successful GovTech collaboration, providing a model for governments around the world. This collaboration embodies the concept of the meeting of traditional government and progressive digital transformation. Moreover, it is a model for GovTech collaborations that succeed in streamlining government work and digitizing processes, while enabling governments to serve their communities more efficiently.

The Genesis: A Shared Vision for a Smarter Diplomacy

The story begins with a shared vision: both sides recognized the need to equip diplomats with state-of-the-art technology. So we worked together on a twelve-week project whose ultimate goal was to train German policymakers. The end result was a robust tool that allowed officials to examine documents at the touch of a button.

The Challenge: Conquering the Information Avalanche

Anyone who has ever faced a mountain of regulatory documents knows the frustration. The information you desperately need is just sitting there, buried under layers of dense legalese. But who has time to meticulously dissect every sentence as deadlines approach? This is the daily struggle foreign policy experts face. Effectively accessing, processing and synthesizing information from a vast corpus of documents is crucial to making informed decisions. However, the traditional method is as slow and cumbersome as wading through molasses.

The Solution:

The Omdena project aimed to develop a proof-of-concept (PoC) system that utilizes the power of large linguistic models (LLMs)-think of them as super-powered AI research assistants-to streamline the information processing tasks of policymakers. This diplomacy tool addresses the following key challenges:

• Information retrieval on autopilot: The system is a research assistant in the form of an AI, which ingests vast amounts of policy documents and makes them easily accessible for review. No more laborious searches: the information you need is at the touch of a button.
• The art of summarizing: no more working with long documents. The AI can automatically generate summaries of different lengths and with different focuses, allowing you to quickly grasp the essence of each presentation.
• Overview: The tool allows you to compare the positions of different stakeholders on specific issues. This allows policymakers to identify areas of agreement and potential sticking points, giving them a strategic advantage at the negotiating table.

The Bridge: A Collaborative Journey

The project was developed in two distinct phases designed to achieve specific objectives. Each phase is described below:

Phase I: Laying the Foundation

The initial phase focused on building a prototype using preconfigured LLM frameworks such as Llamindex. This initial iteration allowed the team to test basic functionality and establish a solid foundation for further development. Think of it as building the scaffolding for a new and innovative building. According to the project brief, the LLamaindex pipeline works through a five-point component configuration. Ultimately, the pipeline interprets user queries and returns relevant information through the following process:

“The LlamaIndex Pipeline comprises five essential components, each contributing to its versatility. The Ingester efficiently processes PDF documents, extracting metadata through PyPDF and OpenAI’s large language model. Meanwhile, the Stack orchestrates cache management, vector storage, and the user interface. The Indexer then converts documents into numerical vectors, enhancing search speed, while DocQuery retrieves relevant documents and synthesizes responses. Finally, the Agent interprets user queries and delivers intelligent responses via the interface.”

Phase II: Refining the Prototype

Building on what was learned in the first phase, the team created a more sophisticated model with customized features tailored to the specific needs of CDG negotiations. This advanced model had several key functionalities that would make any diplomat’s life easier:

• A conversation with their AI assistant: policymakers could interact with the system through an easy-to-use chat interface, asking comparative questions about stakeholder submissions in a natural, conversational way. Imagine having a tireless research assistant who could answer all your questions instantly.
• On-demand summaries: The tool offers three different summary options, allowing users to choose based on specific entities (e.g., the EU) and topics (e.g., Internet governance). No more generic summaries: you get exactly the information you need, on the specific issues that matter most.

The “Heatmap Insights” feature is one of this tool’s greatest features. It takes the analysis of stakeholder positions to a whole new level. Imagine a color-coded map that reveals where different countries stand on key issues. This visual representation allows diplomats to navigate the negotiation landscape with greater clarity. They can instantly identify areas of consensus (glowing green) and potential roadblocks (burning red). This empowers them to tailor their strategies and approaches for more productive negotiations.

When manually sifting through heavy documentation, it becomes clear why tools of this nature are indispensable for such critical decision makers. With this tool, decision-makers can be more confident in their decisions.

A Blueprint for Success: Sharing the GovTech Journey

This project serves as a blueprint for successful GovTech collaborations. With the growing influence of artificial intelligence in multiple industries, it is incumbent on governments, companies, and other institutions to get ahead of this rapid digital transformation. This project is just the beginning. The success of this project has paved the way for further development. The project team is currently exploring ways to expand the tool’s capabilities and integrate it into existing workflows turning this robust tool into a must-have for the German government or any government wanting to facilitate the job done by its policy officers. Additionally, they are looking at scaling the solution for use in other areas of diplomacy beyond the GDC negotiations.
